SUBSTANCE: proposed device includes bin with loading neck, bottom and lattice- like vertical walls mounted at spaced relation between walls of housing equipped with infra-red radiation source; bottom of housing has conical recess with hole at its end which is connected with receiving reservoir; housing mounted on supports is made in form of framework covered with metal sheets; infra-red radiation source is made in form of at least pair of plates heated by hot gases and mounted for emission of infra-red radiation on opposite walls of housing opposite lattice-like walls of bin.
