FIELD: optics. SUBSTANCE: transmitting channel of facility has laser connected to output of unit of power supply and laser control and forming optical system. Receiving channel of facility houses receiving lens and CCD matrix which first output is connected to input of TV monitor. Facility is supplemented with photodetector which output is connected to first input of microprocessor control unit, second output of CCD matrix is connected to second input of microprocessor control unit which output is coupled to input of unit of power supply and laser control that can regulate duration of laser pulses in compliance with dependence which matches up duration of radiation pulses of laser with rise of values of external illumination intensity from E to 0 to value E' at which value of noise of backward scattering does not exceed sensitivity threshold of CCD matrix and which falls with further increase of values of external illumination intensity. EFFECT: provision for all-day operation of facility thanks to diminished effect of noise of backward scattering with simultaneous decrease of energy consumption. 3 cl, 3 dwg
