SUBSTANCE: invention relates to resin-base cosmetic composition used for preparing a fixing agent for hair that consists of mainly of amphoteric urethane resin having carboxylic group and a tertiary amino-group in one molecule. The structure of amphoteric urethane group comprises a polysiloxane bond and water. The invention relating to a fixing agent for hair shows rigidity, washing out ability with shampoo, provides good external state of hair, luster, good combing and inhibits separating into layers. The fixing agent for hair elicits the excellent waterproofing with respect to neutral water and enhanced cohesion with hair surface.
