SUBSTANCE: Entrance digital signal includes first series of samples values. Output digital signal is formed in response to entrance digital signal and includes a second series of samples values. Second series of samples values has higher density of non-zero samples values, than first series of samples values.

EFFECT: higher quality of coded voice signals.
