SUBSTANCE: device has hollow perforated form-generating element manufactured as revolution body. Napkin from hydrophilic textile fabric is fixed on external part of the element. At least one layer of complex produced on basis of biologically active substance and biocompatible biodegradable polymer. Napkin ends are bent inside of the form-generating element and fixed by means of rings from elastomers permitted for use in medical practice.

EFFECT: enhanced effectiveness of treatment; low cost; prolonged therapeutic activity.
