SUBSTANCE: the invention is pertaining to the field of metallurgy, in particular, to automation of metallurgical processes. A device of formation of a converter process control contains: the first and the second storage units; the storage units operational modes control unit; a sensor unit of an information-measuring system, a unit of formation of a current smelt initial state, the first and the second comparators, the first and the second threshold devices, the first, the second and the third keys, a unit of recommendations, a unit of determination of time of converting, the first adder, a unit of recognition of a subclass of a current smelt initial state and a unit of formation of current adjusting control actions based on the initial state of the current smelt. The unit of formation of a current smelt initial state contains a unit of calculation of an amount of lime per a smelt, the third, fourth and fifth comparators, the third, fourth and fifth threshold devices, the fourth, fifth and sixth keys, the first, second, third and fourth scale amplifiers, a unit of calculation of an expected temperature of the steel and the second adder. The unit of recognition of a subclass of a current smelt initial state contains the third storage unit, the first, second and third units of calculation of corrections for a cooler, a carbon-containing additive and total amount of oxygen per a smelt, the sixth, seventh and eighth comparators, the sixth, seventh and eighth threshold devices, the seventh, eighth and ninth keys, the fifth, sixth and seventh scaler amplifiers and the third adder. The invention ensures an increased accuracy of control over a smelt of steel in the converter.
