SUBSTANCE: device has body with central channel, radial grooves an axial recesses on outer surface, and resilient ring-shaped element. Element body is made of two similar portions, in form of semi-bushings, connected to each other along axial plane of detaching, connected by resilient ring-shaped element, with forming of common central channel by their axial grooves, with single flanges, positioned along body edges, with radial grooves in them, opened in them up to central channel, and axial depressions on their outer surfaces, displaced between each other relatively to their axial direction. Body of element is made of two similar portions, in form of semi-bushings, with inner semi-circular shelves on edges, connected to each other along axial plane of detaching, connected by resilient ring-shaped element, with forming of common central channel by their axial grooves, with single flanges positioned at body edges, with radial grooves in them, opened up to central channel, and axial depressions in their outer surfaces, displaced between each other relatively to their axial direction. Axial depressions on outer surfaces of flanges are symmetrically positioned between each other relatively to symmetry plane of radial grooves. On free ends of semi-bushings outer semi-circular shelves are made.
