SUBSTANCE: method includes giving first blank form to client and receiving aforementioned form later, then serially forming and giving to client all later forms, selecting criterion of granting request on basis of information in filled forms, while enough of data recording fields are given to client in following forms for forming a request, as a result, there is no need to input unnecessary information, which already was provided by client in previously filed form.
