FIELD: engine engineering.

SUBSTANCE: device comprises hollow housing with inlet and outlet connecting pipes, positive electrode arranges at the axis of the housing , and negative electrode mounted coaxially to the positive electrode on the outer surface of the housing in the zone of the outlet connecting pipe. The housing and outlet connecting pipe are made of an insulating material. The housing is provided with the dielectric insert from the side of the positive electrode. The negative electrode is mounted on the housing for permitting axial movement and made of a bushing. The wall of the bushing is provided with holes.

EFFECT: enhanced efficiency.
