SUBSTANCE: locking and sealing device comprises rope cut having the first end fixedly secured in body and the second end passing through inlet body channel and fixed by at least two spring-loaded rollers during device locking. Both flat end surfaces of the body are solid. Cavity is created inside the body from side surface thereof. The cavity is arranged in front of inlet body channel and communicates with the body. Insert is placed in the cavity. Inner body surfaces forming the cavity and outer insert surfaces cooperating with each other when insert is arranged in the body mate each other so that insert is closely fitted in the cavity. Longitudinal through channel communicated with inlet body channel is formed in the insert. Both channels have equal diameters. Longitudinal channel axes coincide one with another. Each longitudinal groove is defined by opposite flat parallel end surfaces of body cavity and by opposite inclined cavity surfaces of the body and the insert. Insert is fixedly secured to the body by pressing body from outside in two areas.
