SUBSTANCE: the invention is pertaining to chemical industry, in particular, to the physical-chemical technologies and the equipment of water and water solutions treatment. The method is based on application of the stable chemotronic plasma formed in the near-cathode space of the interelectrode chamber under the through hole connecting the interelectrode chamber with the chamber of the air-lift pumping through of the steam-gas-liquid mixture. The stable chemotronic plasma is ignited by commixing in the interelectrode chamber of the water flow, which has been pressed through the hollow cathode into the center of the through hole with the flow of the oxygen-containing gas, which has been pressed through the perforated anode in the direction from the perforated anode to the hollow cathode arranged in the middle the interelectrode chamber under the through hole and by switching on of the electro-chemical circuit between the anode and the cathode at the potential from 170±5V up to 140±5 V of a heterogeneous electric field. The apparatus consists of the vertically-cylindrical body containing the connected by the through hole the sealed interelectrode chamber and the chamber of the air-lift pumping of the steam-gas-liquid mixture. The interelectrode chamber arranged in the body is formed by the perforated cylindrical anode and has the ring-shaped cavity between the anode and the body, connected with the fitting pipe of feeding of the oxygen gas. In the middle of the interelectrode chamber under the through hole there is the composite hollow cathode connected to the pipe line of the liquid reactant feeding. Technical result of the invention is the increased efficiency of the plasmochemotronic method of production of the steam-gas mixtureof H2O + O2 , the increased operational life of the cathode and the body inserts of the plasmochemotronic apparatus.
