SUBSTANCE: proposed method involves use of radio network controller to evaluate power shift for controlling speed of shared high-speed control channel and to transfer this value by control frame type or to transfer message to base station. Selectively inserted in control frame are first power shift field to transfer power value in absence of control pulse transmission or in case of smooth transfer of control over allocated control channel at physical level and second power shift field to transfer power shift value used for primary cell, as well as third power shift field used to transfer power shift value for non-primary cell.
EFFECT: easy control complying with changes in environment situation or circumstances for radio communication line.
