The control station equipment comprises pulse generator, pickup of weather condition, first analogue-digital converter, frequency divider, first flip-flop, modulator, first and second power amplifiers, first array switch, first receiving-transmitting array, second delay element, phase detector, and recording unit. The vehicle equipment has demodulator, second flip-flop, generator of the pulse front, first delay element, pulse counter, set-point device for setting permissible value of the exhaust gases toxicity, pickup of current toxicity, second analogue-digital converter, first and second comparators, first and second AND element, OR element, alarm unit, high-frequency generator, switch, phase inverters, adder, third and fourth power amplifiers, second array switch, and second receiving-transmitting array.
