SUBSTANCE: in accordance to invention, in flexible heating element with positive temperature resistance coefficient parts of electrode and resistor with positive temperature resistance coefficient are immersed in flexible material of base, while flexible material of base is made of foamed polymer body or rubber material, surface of which has uneven shape, or at least one of electrode and resistor with positive temperature resistance coefficient is provided with a part deforming when stretched, flexible material of base has adhesiveness, and flexible material of base or flexible cover material has a part resisting stretching.

EFFECT: high flexibility and excellent resistance to external influences.
