FIELD: railway transport; track maintenance and repair.

SUBSTANCE: invention is designed for use at removing and installing wooded and reinforced-concrete ties when repairing tracks and switches. Proposed device has drum, ratchet wheel, carrier with handle, slings and also second drum connected with first drum by shaft on which ratchet wheel is secured. Housing of drums are interconnected by ties on one of which spring-loaded locking pawl is installed getting into meshing with ratchet wheel. Carrier with handle with build-in power pawl also engaging with ratchet wheel moves around ratchet wheel. Guides are attached to drum housing to enclose tie from two sides, guides being furnished with locks to secure on rail foot. Slings are wound on drums and are drawn through guides for connection.

EFFECT: increased reliability, convenience in operation and mobility, reduced weight of portable device, increased efficiency of labor owing to cutting down preparatory and final operations.
