FIELD: pipeline engineering.
SUBSTANCE: device comprises housing that receives the unit for friction braking of the spindle, unit for receiving and locking the bobbin, controller of braking moment, and servomechanism. The unit for friction braking is made of a clutch that is mounted for permitting movement, stop disk, and slide. The servomechanism is provided with the pressing disk provided with an assembly of springs arranged around the spindle. The kinematic chain of the servomechanism is made of a double-arm lever the end of main arm of which is provided the servo-roller that bears on the cylindrical surface of the bobbin. The control arm of the lever is provided with the cam thrust.
EFFECT: enhanced quality of insulating coating.
