FIELD: erection and repair of pipe lines; application of tape insulation on outer surfaces of pipe lines. SUBSTANCE: secured on hollow axle of spool holder is disk brake whose movable disks are connected with axle. Hold-down member of disk brake is engageable with compression spring through rod located in hollow axle. Compression springs acts of transmitting arm of lever of braking torque adjustment follow-up unit through stop and cam. Setting arm of lever is fitted with roller which is supported by outer surface of tape wound on spool. As diameter of spool reduces in the course of winding the insulating tape on pipe line, braking torque of spool axle reduces, thus providing for constant tension of tape in winding it on pipe line. Kinematic chain "roller-spool axle" is conducting chain which ensures removal of electric charges from insulating tape. EFFECT: enhanced reliability and improved quality of insulation. 3 cl, 1 dwg
