SUBSTANCE: device comprises two chain-plate transporters mounted on the frame, screw, and valve with rectangular opening for receiving the gripping-cutting segment apparatus. The frame is provided with unmovable beam connected with the lever beam via the axle. The lever beam is provided with the rope of the return mechanism connected with the weight and gripping-cutting segment apparatus. The weight of the return mechanism slides along the guiding pipe. The top part of the pipe is provided with the spring of the return mechanism. The gripping-cutting segment apparatus comprises pin beam with forged pins and segment knife whose segments are provided with rubber linings.
