SUBSTANCE: method comprises introducing a weak alkaline solution into the heat-transfer water and affecting the water with electric pulses that has steeply sloping leading edge and gently sloping trailing edge, frequency of 130-200 Hz, voltage of 800-1000 V, and current of 50-100 A. The device comprises lid with axial opening, cylindrical boss positioned from above on the cylindrical dielectric rod provided with dummy opening, through radial opening, dielectric nut, and is set in the large section of the axial opening in the bottom lid by means of a thread. The anode has radial openings and is locked between the cylindrical boss and dielectric nut. The cathode is screwed in the axial opening in the bottom section of the top led for permitting control of electrolyte space between the faces of the top lid and cylindrical boss. The source of electric pulses has electric motor, generator of electric pulses with steeply sloping leading edge and gently sloping trailing edge, and hydraulic pump for pumping the solution.
