SUBSTANCE: invention relates to physical and chemical processes for producing hydrogen during electrolysis of water. Device contains annular flat anode without holes with area s=2.0⋅10-3 m2 and cathode s=16.8⋅10-4 m2, consisting of a metal rod with a replaceable metal tip, on which metal rings are located at angle of 45° relative to cathode axis, and vertically adjustable dielectric holder.

EFFECT: higher stability of the process and energy performance of the device, as well as the possibility of increasing hydrogen synthesis by increasing the useful area of the annular cathode.
