FIELD: communications engineering.

SUBSTANCE: in the system, client station sends a request to servicing base station for transfer of service to neighboring base stations, which have ratio of signal on carrier to interference and noise, satisfying service transfer condition, in response to message of service transfer scanning request, and realizes transfer of service to certain neighboring base station, which transmits service transfer response. Servicing base station transmits service transfer scanning request for service transfer to client station, sends service transfer connection request to neighboring base station in order, determined using ratio of signal on carrier to interference and noise, which are transmitted from client station, and sends information into client station about certain neighboring base station after receiving service transfer connection response with confirmation information from certain neighboring base station. Certain neighboring base station determines whether it can support client station service transfer, in response to service transfer connection request, and dispatches connection response for service transfer with confirmation information to servicing base station, if it is capable of supporting service transfer of client station.

EFFECT: implementation of rapid-action communication services.
