SUBSTANCE: in accordance to the invention, video frame is segmented on a series of sections, with each section including a row of macro-blocks. Corresponding sections are encoded, and signal is included in header of encoded section for defining whether global movement compensation should be used during restoration of encoded section. If it should, global movement compensation information, such as information, representing a set of movement vectors, is included in the section. In any variant of realization movement vectors for each image of certain encoded section may be restored using global movement compensation information, contained only in certain encoded section.
EFFECT: creation of new method and system for global compensation of movement.
