SUBSTANCE: quantisation parameter for each macroblock is selected by limiting the range of all possible quantisation parameters to a particular range of possible quantisation parameter values, wherein the range is a subset of possible quantisation parameters and the range is based on the value of the predicted quantisation parameter.
EFFECT: higher video coding speed and fewer quantisation parameters which are verified for each video macroblock.
