SUBSTANCE: proposed system includes flight information collection and transmission sub-system located on board flying vehicle and flight information reception and processing sub-system located in ground air traffic control point. Flight information collection and transmission sub-system includes sensors showing state of flying vehicle, conversation sensors, information collection and conversion units, technical and conversation information registers, operator state monitoring unit, information preparation and processing unit and information transmission unit. Flight information reception and processing sub-system includes information reception unit, information register and express information processing unit. Operator state monitoring unit includes heart pulse sensor, pulse generator, T flip-flop, constant potential source, setters, threshold element, pulse shapers, circular shift registers, delay and comparison elements, pulse counters, AND and OR gates, computer unit, inverted converter, analog-to-digital converter, pulse shapers, static flip-flops, test result memory registers, test result indicators, warning indicator (for indication of position of parameter under test beyond tolerance field).
