SUBSTANCE: system contains stationary and mobile control stations, central control station. Each stationary and mobile control station includes preliminary information processing block, encryption block, interference resistant encoding block, analog messages block, receiver-transmitter, control block, direct and reverse communication channel. Each mobile station additionally contains position detection block. Each receiver-transmitter contains set-point generator, phase manipulator, first and second mixers, amplifier of first intermediate frequency, first and second power amplifiers, duplexer, first and second heterodynes, interference resistant encoding block, phase detector, band filter, multiplier, amplifier of second intermediate frequency. Each receiver-transmitter of control stations is additionally provided with two memory blocks, two code comparison blocks, delay line and OR element.
