FIELD: measuring technique.

SUBSTANCE: device comprises stationary and mobile stations for monitoring and central station. The stationary and movable stations are provided with the unit for preliminary processing of information, coding unit, unit for interference-suppressing coding, unit of analogue information, receiver-transmitter, control unit, and channel of direct and feedback link. The movable station is additionally provided with the navigation unit. The receiver-transmitter comprises generator, phase manipulator, first mixer, amplifier of the first intermediate frequency, first power amplifier, phase detector, unit for interference-suppressing coding, first local oscillator, second local oscillator, duplexer, receiving-transmitting aerial, band filter, adder, first amplifier of the second intermediate frequency, second mixer, second power amplifier, first multiplier, switch, second multiplier, amplitude detector, narrow-band filter, first phase shifter, second phase shifter, second amplifier of the second intermediate frequency, and third mixer.
