FIELD: rescuing equipment, particularly devices to evacuate people from high buildings.

SUBSTANCE: device comprises block including body, lid, reel arranged inside the body and the lid and supported by bearing axis and cable wound around reel and secured thereto by the first end thereof. Another cable end has safety hook. Device also has reel drive having gear-wheels, roller having latch, spring, screw, handle, brake with mechanism for operative manual moment of reel rotation control. Said mechanism comprises braking drum built in reel, two semi-rings arranged between bearings, pin, balls, control screw provided with conical surface on one end and square member at outer end. The square is adapted to connect control screw with thumbscrew retained in axial direction through draw member. The thumbscrew is installed on axis. The control screw has fixer, fork secured thereto and axis to be inserted in annular groove. Device also has disk brake including braking, rotary and pressing discs. Disc brake has single-step brake control mechanism including screws, springs, nuts provided with slots, limb disc with drive slots and slots for fixer receiving, fixer, levers with draw members to join thereof with drive slots of limb disc. Braking drum is provided with end cams and cooperates with rotary disc by means of cams, for instance of spring-loaded cam disc, which pass through orifices in rotary disc and have bevels on the first sides thereof. Semi-rings of active brake are provided with springing ring. Body has loop for bandage retention. Bandage has safety hook.

EFFECT: simplified structure, increased operational reliability.
