SUBSTANCE: the system contains transmitter and receiver, where transmitter contains generator of support signals, antenna-transmitting device, comparison block, counter, control code register, intermediate storage block, encoding block, encoding control block, generator of correcting codes, message recording block, block for controlling generation of correcting codes and block for recording number of message rows, and receiver contains receiving-transforming device, generator of clock signals, counter, count generation block, stack counts storage block, decoding control block, decoding block, block for storing received message, block for correcting messages, block for controlling message correction and output storage block, while in the transmitter generator of correcting codes contains commutator and sub-blocks for generating cyclic correcting codes and Reed-Solomon group correction codes, and in receiver, message correction block contains commutator and sub-blocks for message correction with Reed-Solomon correction codes and cyclic correcting codes.

EFFECT: ensured transmission and receipt of informational messages in two modes - main mode with usage of five-level time (phase) manipulation, and additional mode - in format of "EUROFIX"-c system with usage of three-level time (phase) manipulation.
