FIELD: electricity.

SUBSTANCE: formation of impact action is carried out in isolated volume filled with liquid that has known characteristics and mechanical transfer of impact action into external water medium. Device contains source of electric energy, cable line, connection device, unit of pulses formation, which includes charging device, energy accumulator, switchboard and linear part arranged in the form of electrode system, between which pulse discharge is created, which forms electrohydraulic impact action in water. Linear part of device is installed in air-tight shell, which is filled with working liquid that has required characteristics. In case of electric explosion that takes place in working liquid inside air-tight shell, shock wave is transferred through shell walls into surrounding water medium.

EFFECT: provision of different extents of physiological impact of underwater explosion at biological object and for active impact at technical facilities of intrusion.
