SUBSTANCE: suggestion includes device and method for planning resources of upstream communications line in wireless communications system supporting voice transmission over Internet protocol (VoIP). When data rate decreases mobile station (MS) notifies base station (BS) about rate decrease. When its data rate increases, MS requests resources assignment from BS through bandwidth range (BR) header or code word transmission over channel quality information channel (CQICH). In comparison with standard real time poll service (ertPS) where BS periodically assigns MS the resources of upstream communications line independently from MS status, BS does not assign resources of upstream communications line when MS changes from voice flow period into silence period.
EFFECT: decrease in resources consumption resulting from unnecessary bandwidth range assignment.
