SUBSTANCE: invention concerns communication systems with set of carriers with individual transmission power control of for set of carriers. The communication devices contain a section (1142) determining a pair of subcarriers which aggregates a set of subcarriers in pairs, containing in a signal with the several carriers. The section (1142) notifies multiplexing section (106) on the information concerning the subcarrier pairs. The section (1142) aggregates incoming power of each pair of subcarriers, and outputs the incorporated incoming power received thus in the command shaping section (1146). The section (1144) of holding of output power value contains an output power value for incoming power in such a manner that SIR in the corresponding device becomes a required SIR. The command shaping section (1146) compares incorporated output power for subcarrier pairs with target output power, forms a command specifying power difference, and generates the control signal containing the generated command.

EFFECT: possibility of information amount reduction demanded for a feedback, reduction of a band of transmission power fluctuation, and fast reduction of transmission power to target value.
