FIELD: mechanics.

SUBSTANCE: device contains casing and located in it bundle of wire pile. Casing is implemented in the form of disc with radial grooves on its butt, in which there are installed plates with cutter elements in the form of mentioned bundles of wire pile. Bundles of wire pile there are implemented in the form of V-shaped curved metallic fine wires, one end of which is rigidly fixed perpendicularly to plane of plate, and other - bent end, located on-the-mitre to plane, perpendicular to plane of plate. Casing is located in shell from two rings, connected with an overlap with ability of changing of shell height. One end of shell is implemented with ability of its immovable and rigid attachment. At other end of shell on its inner surface there are implemented projections and hollows, providing contact to bent ends of bundles of wire pile.

EFFECT: there are expanded manufacturing capability, improved productivity, and there are reduced costs.
