SUBSTANCE: invention is related to the sphere of environmental protection and may be used to confine oil or oil products spilled on water surface from carrier vessel in order to prevent their spread at the moment of accident. Slick bar comprises a single closed gas permeable sleeve equipped with valve for gas exhaust with skirt burdened with weighting agents, or several gas permeable sleeves closed into a single ring and equipped with valves for gas exhaust, and each gas permeable sleeve has skirt burdened with weighting agents. Outside each sleeve evenly along its length and on the side opposite to location of skirt with weighting agents, there are pyrocartridges of gas filling arranged, which protrude with their gas filling device inside according sleeve.
EFFECT: invention makes it possible to quickly release slick bar, to instantaneously fill it with gas and to arrange on water surface around vessel.
