SUBSTANCE: invention relates to an encoder/decoder of a scaled data stream, which includes at least two scalability levels. Proposed are a method and a device for encoding, decoding, storing and transmitting a scaled data stream, which includes levels with various encoding characteristics. The method involves creating one or more levels of a scaled data stream. At least one level has an encoding characteristic which includes at least one of the following: information on fine granular scalability (FGS); information on region of interest (ROI); information the scaled sub-sample level; information on relationships of decoding and the set of initial parameters. The method also involves signalling levels using encoding characteristics such that, the characteristics can be read by the decoder without need for decoding an entire level.
EFFECT: increased efficiency of a scaled data stream and possibility of direct transmission in a bit stream in a file format or through a transfer protocol of information scalability for a specific level of a scaled bit stream.
