SUBSTANCE: method of decoding encoded video information includes reception of encoded images of a first zoom level, including one or more temporary sublevels; decoding encoded images of a first zoom level; reception of encoded images of a second level of scaling, including one or more temporary sublevels, wherein second zoom level depends on first zoom level; selection of level access image in second level of scaling from coded images of second level of scaling, wherein the selected level access image is an image of step-by-step access to the temporary sublevel (STSA) in the lowest time sublevel; ignoring the encoded images in the second zoom level, preceded in the decoding order by the selected layer access image; and decoding or selection of selected level access image.
EFFECT: technical result is enabling to indicate an access image, or access point, for a level which enables to decode some of the time levels.
