SUBSTANCE: method and device are provided, in which virtual circuit switching (VCS) is used in a new circuit for allocating and using resources by combining circuit switching (CS) and packet switching (PS), in which a base station allocates resources for an allocated channel using CS for a user, and data on the allocated channel are then sent. For this purpose when data are not sent to a user, the base station selects allocated resources for the allocated channel as shared channel resources and sends data of another user. Therefore, the transmission capacity of the system can be increased and loss of communication resources can be minimised in a wireless communication system for frequent transmission of low traffic, which is sensitive to delay time.
EFFECT: more efficient use of communication resources.
