Broadcasting transmitter, first, transmits first access data including first network address for general warning message transmission, and second access data context-coupled with broadcasting transmission control system, to broadcasting system receiver. If originates general warning event, general warning message is formed to be transmitted to aforesaid receiver via one of broadcasting transmission networks and network of cooperation with the help of first network address. Broadcasting system receiver receives general warning message reading the first network address in data received by broadcasting system transmitter.
