SUBSTANCE: cutter comprises holder, having support surface and seat for installation of cutting plate, having V-shaped surface, hold-down tool with pressing site. In order to increase operational properties by elimination of cutting plate friction against end surface of processed part, hold-down tool is arranged in the form of L-shaped rod with collar arranged in holder groove, on which parallel to V-shaped surface of seat there is pressing site arranged. Besides seat is arranged at the angle to support surface of holder.
