SUBSTANCE: proposed invention relates to mobile communication and particularly to allocation of resources. The cost of allocating radio resources available for allocation to at least one radio channel inside a cell is evaluated depending on which radio resources were previously used inside the cell. This cost evaluation can be compared with quality improvement from allocating radio resources of the radio channel and a decision on allocation can be made depending on the comparison result.
