SUBSTANCE: communication system includes multiple users and various sets of previously distributed resources, besides resources from the first set of previously distributed resources are assigned for use to the first user. In method it is identified, when the first user requests resources for communication services that exceed previously distributed resources assigned to the first user. In response to identification that the first user requests resources that exceed resources previously distributed to them, resources are re-distributed to the first user from the second set of previously distributed resources; the second user is credited for at least part of mentioned re-distributed resources; and payment invoices are issued to the first user for at least part of re-distributed resources.
EFFECT: expansion of functional resources due to tracking and identification of dynamic cost in the system, where available resources change depending on multiple conditions, including usage of resources by other users.
