SUBSTANCE: machine can contain drilling head (1) with electrodes movable relative to each other in order to provide physical contact to the bottom hole for all electrodes (4) at any relief of the bottom hole; directed hydraulic supply nozzles of liquid jet removing the primary drilling sludge, with pressure difference on nozzles of not less than 4 MPa; high-voltage impulse generator installed in bottom hole at minimum distance from drilling head (1); rotary or vibrational drilling head for continuous drilling of the well; at that, electric discharge appears between many electrodes located on the head edge along one or several radial and tangential directions; equipment of bottom of drilling column for core drilling with preservation and transportation of core; closed circulation circuit of flushing liquid in lower part of the well. There can be used flushing fluid storage tank. Besides drilling method is described.

EFFECT: development of new drilling device operating on the basis of drilling concept by means of electrical pulses and capable of drilling at higher speed and higher efficiency than before.
