FIELD: physics.

SUBSTANCE: measuring device has two identical channels, each including an input comparator, a shift register which acts as a delay line, a group XNOR elements, a group of AND elements, a group of counters and a control unit in which distortions are estimated. The distinctive feature of the measuring device is use of sign autocorrelation functions for evaluating frequency distortions, which enables to carryout the main part of operations over single-bit operands.

EFFECT: simplification of the device.
