SUBSTANCE: system for setting up teleconferences includes a network and multiple units such as terminals exchanging audio streams with each other over the network, whereby the terminals transmit to each other in order to set up a conference. Each terminal can detect overload state, for which there are more simultaneous audio streams transmitted by the terminals than was predefined, and control the number of simultaneously transmitted audio streams together with other terminals in order to end the overload state.
