FIELD: transport.
SUBSTANCE: proposed method comprises creating public roads network using, as a basis, existing network of roads. Note here that, within the boundaries of Russian Federation, mega structure of motor-road network is constructed using transport corridors with rods with carrying capacity exceeding that of existing network the nucleus of which is represented by national rods network with the following their arrangement in plan: in European part of Russia, it represents tetragonal shape with roads intersecting, preferably, rectangular shape, and in Asian part it has, preferably, radial arrangement. Note here that national motor-roads run along quasi-meridian directions and along quasi parallels that act as extended transport corridors, their number making, preferably, 25. Construction of motor-roads is performed according to modular scheme in dividing the entire RF territory into 15 to 20 modules in compliance with the national road network planning scheme. Sizes of said network is set up allowing for referencing to national roads located on module territory within which intramodular network of motor-roads is constructed. Note also that sequence and terms modular networks construction are set up depending upon assigned social-economic and defense priorities with the module. Motor-roads network module including basic corridor, existing and constructed federal, regional and local motor-roads are constructed during time interval set for roads construction in a module simultaneously with construction of at least one basic corridor, while transport corridors that form network of national motor-roads is constructed along their assigned directions to extend from western borders of Russian Federation to eastern borders, and from northern borders to southern borders.
EFFECT: efficient network of national motor-roads allowing for economic, social, ecological, defense and anti-terrorist aspects.
