SUBSTANCE: invention relates to the field of construction, namely to transport complexes of large territorial megastructures, and can find application in the arrangement of large territories, for example, such as the Arctic zone of the Asian part of Russia and adjacent territories of Siberia and the Far East. The arrangement of the transport complex of the interregional megastructure includes railroads and highways, seaways and river routes, including those tied into a radial-ring system, and engineering structures. The arrangement additionally contains a road for motor transport or one combined for various types of transport, made with a closed loop. An additional highway is the Transarctic highway laid in the Arctic zone of the interregional megastructure parallel to the Northern sea route, namely the northern seas, which is crossed by auxiliary junction highways connecting with the North-South periphery: in the South of the interregional megastructure with railway stations, and in the North of the interregional megastructure with the Arctic ports of the sea route, forming a transport system. Auxiliary North-South junction highways are laid parallel or diagonally to the river transport of the interregional megastructure or are made combined multidirectional (parallel-intersecting-diagonal) relative to the bearing highways.

EFFECT: prevention and elimination of crisis congestion of highways due to special climatic conditions.
