SUBSTANCE: thermal power plant comprises steam generator located in cavity of tight shell with heat insulation material, in cavity of steam generator shell there are pipes installed with coiled or rectilinear or helical shape, connected to inlet channel of turbine and arranged over pipes with burning torches of liquefied natural gas plant and oil processing plant. Power plant comprises reservoir filled with crystal pure water, filter for water treatment, pumps, thermal network, and also automatic control system connected to the main transformer, electric generator, turbine, electric generator-engine on gas fuel or to wires of hydraulic power plant, wind power station and solar battery.
