SUBSTANCE: mobile station (MS) sends a ranked request message requesting location update from a base station (BS), receives a ranked replay message from the BS, uses the ranked reply message to determine whether downlink traffic was generated for the MS, and repeats network input if downlink traffic was generated for the MS, and upon receiving a ranked request message from the MS, the BS performs a procedure to update location, determines whether downlink traffic was generated for the MS, generates a ranked reply message which contains information indicating whether downlink traffic was generated for the MS, and sends the ranked reply message to the MS.
EFFECT: reduced traffic delay.
