The raw mixture for making structural heat-insulating foamed concrete contains the following, wt %: cement 29.0-31.0, thermal power plant flue ash with specific surface area of 2800 - 5000 cm²/g 40.0-43.0, extraction-rosin air-entraping resin 0.19-0.21, carboxymethyl cellulose 0.05-0.07, superplasticiser C-3 1.6-2.0, citrogypsum 0.3-0.5, water - the rest.

EFFECT: lower cement consumption without loss of quality of the foamed concrete.
