FIELD: process engineering.

SUBSTANCE: invention relates to control and regulation of fluid physical and chemical properties and may be used in medicine and national economy for production of activated drinking water, biologically active fluids and water solutions. Proposed method comprises activation power transfer via thin dielectric wall from hydrogen-containing fluid activated by contact electrochemical method to hydrogen-containing fluid activated by contactless method to be changed into finely-dispersed state and deposited on the surface of thin dielectric wall by spraying or evaporation along with vapor condensation on said cooled thin dielectric wall. Proposed device comprises flow electrolyser 31 for contact activation, and receiver 34 of fluid after contactless activation. Note here that heat exchanger 35 is made from dielectric material to make thin-wall channel arranged along Archimedes spiral with its inlet and outlet communicated with inlet and outlet of flow catalyser. Pump 36 is arranged on channel inlet or outlet to pup over fluid subjected to contact activation. Note also that heat exchanger is arranged on evaporator so that cone vertex is directed inside cover, said heat exchanger, and located above receiver of fluid after contactless activation.

EFFECT: accelerated power exchange between fluids activated by said two methods.
