FIELD: information technologies.

SUBSTANCE: mobile station operating in EGPRS mode, needs early detection of the upperlink TBF, even though it does not have transfer data. The mobile station sends a message "package channel request" in a single-phase access mode, including a new establishment cause called "early TBF establishment". The network establishes TBF of the upperlink, indicating a requester, and assigns a radio resource along one PDCH channel or more. Then the network plans transmission from a mobile station also in case when it does not have data to send, other than fictitious packages. It is carried out by means of USF flags in a regular manner. As soon as the actual data becomes available for transmission, the mobile station sends them instead of fictitious packages. In an alternative version of realisation the mobile station sends a message "package channel request" in a double-phase access mode. As soon as the message "assignment of a package upperlink" has been received by the mobile station, it sends a request "package resource request", including expanded information of the upperlink TBF.

EFFECT: prevention of inadmissible delay, which negatively affects at subsequent delay-sensitive transfers.
